Event Permits

In accordance with Utah County Code Chapter 7.5: "Use of County Roads and County Property"

- An EVENT PERMIT is required in order to, "permit, maintain, promote, conduct, advertise, sponsor, organize, manage, or operate any event as defined in [UCC 7.05], which goes upon, over, or crosses any County road or County property".

- An EVENT PERMIT APPLICATION must be submitted to the Utah County Public Works Department at least thirty (30) days prior to such event.

- The EVENT PERMIT must be obtained at least one week prior to the date of the event.

Steps For Obtaining An Event Permit :

  1. Fill out and submit the event permit application with the applicable attachment(s) and the security application 30 days prior to the date of the event. ALL EVENT PERMITS MUST HAVE THE EVENT PERMIT APPLICATION AND ATTACHMENT D FILLED OUT. Depending on the event, other attachments may need to be filled out too. Please see the “Event Permit Forms” tab for each of these documents. If you have any questions on what forms are needed reach out to Utah County Public Works at 801-851-8600.
  2. Once you have filled out all applicable applications, please submit the event for approval to Utah County Public Works by email to jamiec@utahcounty.gov and triciar@utahcounty.gov or fax 801-851-8612.
  3. Applicant will be required to have an insurance policy of $3 million per occurrence and $3 million aggregate with Utah County listed as the insured organization. (If applicant is requesting a fee waiver or a partial fee waiver, request must be made in writing at least two weeks prior to the event which will be approved or denied by the commission.)
  4. The application will then be reviewed by a number of divisions and departments within the county. These include: Planning & Zoning, Engineering, Parks, Buildings, Roads, Fire Marshall, Health Department (mass gathering permit), Sheriff’s Office (security needs) and the Attorney’s Office.
  5. Applicant will receive follow-up emails from an Office Specialist regarding any additional items/information being requested by the divisions and departments before they give their approval. Unless specified otherwise, this additional information will be needed within 3 business days of the request.
  6. Pending all required documents have been received and approved (including the insurance certificate), applicant will pay all associated event permit fees.
  7. Final event permit will be signed and emailed to the applicant approximately one week prior to the event.

Obtaining Authorization to Use Utah County Facilities or Properties

Large Public Gatherings

In accordance with Utah County Code Chapter 7.03, “Large Public Gatherings”

- A LARGE PUBLIC GATHERING is "an actual or reasonably anticipated gathering of two hundred and fifty (250) up to nine-hundred-ninety-nine (999) people which continues or can reasonably be expected to continue for two (2) or more consecutive hours".

- A LARGE PUBLIC GATHERING PERMIT is required in order to "permit, maintain, conduct, undertake, or manage a large public gathering, whether on public or private property" in unincorporated areas of Utah County

- A LARGE PUBLIC GATHERING PERMIT APPLICATION must be submitted to the Utah County Public Works Department at least thirty (30) days prior to such event.

Steps For Obtaining A Large Public Gathering Permit :

  1. Fill out and submit the large public gathering application and required fees. 30 days prior to the date of the event.
  2. Submit for approval to Utah County Public Works 801-851-8600, fax 801-851-8612 or by email to jamiec@utahcounty.gov
  3. The application will be emailed to the additional divisions and departments for review. A pre-application meeting will be set up in which the applicant will need to be present to discuss any concerns or questions as part of this review process. These meetings are regularly held on the 1st and 3rd wednesday of the month at 9 a.m. at the Utah County Public Works building located at 2855 South State Street in Provo. Applicant will be contacted by the office to set up this meeting.
