Traditionally, our office has mailed paper certified copies of marriage certificates with an embossed seal and wet signature. Delivery via the United States Postal Service usually takes several days.
We are now offering a service that allows certified copies of Marriage Licenses/Certificates to be emailed and received within minutes, requiring no special technology besides the ability to view a plain PDF. We have partnered with Titan Seal, a blockchain company, to use their digital document certification technology for anyone who needs a certified copy of a Marriage License/Certificate.
We will email you your certified copy as a PDF file. You can then email or otherwise electronically transfer it to whomever needs it. Verification instructions for the receiving agency are included inside the file.
Before we email you, the pdf is digitally sealed by Titan Seal using a cryptographic hash on the blockchain. The hash is a unique number that can only be generated from your certified copy of your Marriage License/Certificate. The blockchain is a financial ledger that is protected from modification by a worldwide network of computers. Titan Seal combines these technologies by putting the hash of your Marriage License/Certificate into the "memo field" of a blockchain transaction. To prove that your Marriage License/Certificate is unmodified, and therefore still certified, the hash of it is generated and compared to the one on the blockchain.
Titan Sealed certificates do not contain any proprietary technology and are simply plain PDFs. As long as you store your certificate electronically, without altering it, it will always be a certified copy. Verifying that the certificate has not been tampered with requires an internet connection and access to the Titan Seal website.
While no technology is perfect, verifying the authenticity of one of our electronic documents can be performed without contacting our office, and doesn't rely on humans visually matching signatures and seals. A single pixel of difference on a document would cause it to fail verification.
